String ToLowerCase(Locale) Method

Description

This system has two alternatives. The first alternate exchanges the entire of the characters in this String to lower case utilizing the rules of the provided Locale. This is equivalent to calling toLowerCase(Locale.getDefault()). The second modification takes the environment as an argument to be used whilst converting into lower case.
